On September 2, the Municipal Conference on Quality-oriented City Construction and Standardization Work was held in Suichang. Wang Yongkang, Deputy Secretary of the Municipal Party Committee, Mayor and Leader of the Municipal Quality-oriented City Leading Group, emphasized at the meeting the need to deeply understand and scientifically grasp the importance of quality work under the new situation. It is essential to highlight quality-driven enterprise development, strengthen quality and safety guarantees, enhance overall quality competitiveness, comprehensively advance all tasks of building a quality-oriented city, and provide solid support for the sound scientific development of Lishui during the 12th Five-Year Plan period.

The meeting was presided over by Liang Xidi, Vice Mayor of Lishui.

In recent years, the Municipal Party Committee and Municipal People’s Government have attached great importance to quality work, and clearly proposed the implementation of the quality-oriented city strategy at last year’s Municipal People’s Congress. Since Zhejiang Provincial Government deployed the construction of a quality-oriented province in 2010, especially after issuing the *Opinions on Accelerating the Construction of a Quality-oriented Province* in March this year, Lishui has effectively strengthened organizational leadership, carefully arranged tasks, and implemented responsibilities at all levels, achieving a sound start in advancing the quality-oriented city initiative.

Wang Yongkang pointed out that building a quality-oriented city bears great significance for industrial transformation and upgrading, people’s well‑being and ecological civilization construction. Promoting transformation through quality facilitates the shift from OEM manufacturing to independent brand creation and from "Lishui Manufacturing" to "Lishui Innovation", enabling sound and rapid economic development. Taking quality and safety as the bottom line of people’s livelihood protection, continuously supplying high-quality products, projects, services and living environments ensures citizens can eat safely, use products reliably, live comfortably and enjoy leisure activities happily. Leveraging quality as a starting point to upgrade traditional industries, phase out backward production capacity, and vigorously develop advanced manufacturing, efficient ecological agriculture and modern service industries will pave a green development path featuring high efficiency, low energy consumption and low pollution. All local governments and departments shall raise awareness, fully recognize the significance of quality-oriented city construction, establish a comprehensive whole-process and public-wide concept of quality, enhance initiative and sense of responsibility, and further promote related work.

Wang Yongkang stressed the need to focus on key tasks and steadily advance the construction of a quality-oriented city. In accordance with the overall requirements set forth in the municipal government’s *Opinions on Promoting the Construction of a Quality-oriented City*, all regions and departments shall vigorously implement three major strategies concerning intellectual property rights, brand building and standardization; prioritize the improvement of physical quality in four key areas: products, engineering, services and ecological environment; improve five major systems including quality management, quality safety guarantee, quality technical support, quality integrity and quality evaluation; and steadily push forward eight key projects covering quality innovation, quality upgrading, basic capacity building, quality culture, quality safety, public service, credit system and performance assessment. Strong leadership and solid institutional support shall be guaranteed. Quality-oriented city construction shall be integrated into the entire economic and social development process of the 12th Five-Year Plan, placed in a more prominent position, with strengthened organizational leadership, solid accountability implementation and favorable public atmosphere, to ensure substantial progress and lay a solid quality foundation for Lishui’s catch-up, breakthrough and leap-forward development.

At the conference, the municipal government commended three enterprises winning the 2010 Mayor’s Quality Award, namely Zhejiang Kane Special Materials Co., Ltd., Zhejiang Xinyun Wood Industry Group Co., Ltd. and Lvshui Separation Equipment Co., Ltd., as well as two individual recipients: Wu Guangmei, General Manager of Zhejiang Guangying Machinery Co., Ltd., and Xu Jian’en, Chairman of Shouba Shoes Co., Ltd.

Liang Yinan, Secretary-General of the Municipal Government, principal and competent officials of all county (city, district) governments, persons in charge of 20 central towns across the city, and members of the Municipal Quality-oriented City Leading Group attended the meeting.
