Since the reform and opening up, under the guidance of the Party and national policies, the non-public economy in our city has achieved rapid and sound development. It has played a vital role in promoting sustained and rapid growth of the national economy, further improving the socialist market economic system, alleviating social employment pressure, and building a harmonious socialist society. With the development of the non-public economy in our city, a large number of outstanding individuals have emerged among non-public economic figures. The yconscientiously implement the Party's lines, principles and policies, are patriotic, dedicated, honest and law-abiding, actively practice the Scientific Outlook on Development, attach importance to corporate culture construction, support enterprises in strengthening the building of Party, League and trade union organizations, effectively protect employees' legitimate rights and interests, pay taxes in accordance with the law, actively absorb various personnel for employment, and take the initiative to participate in social public welfare causes and Guangcai programs, winning high praise from all sectors of society. To thoroughly implement the spirit of the 16th National Congress of the Communist Party of China and the Third and Fourth Plenary Sessions of the 16th Central Committee, further mobilize the enthusiasm of non-public economic figures in our city for building a moderately prosperous society in all respects, and promote the healthy development of the non-public economy and the healthy growth of non-public economic figures, the Municipal Party Committee and the Municipal Government have decided to award the honorary title of "Outstanding Builders of the Cause of Socialism with Chinese Characteristics among Non-Public Economic Figures in Lishui City" to 28 individuals including Wang Bailang, and commend them.

It is hoped that the honored non-public economic figures will remain modest and prudent, guard against arrogance and impetuosity, live up to the ardent expectations of the Party committee, government and people, and make new contributions in the great practice of building a moderately prosperous society in all respects. The vast number of non-public economic figures across the city should take them as examples.
