Yesterday, the Municipal Industrial and Investment Promotion Work Conference was held in Lishui. Liu Xiping, Deputy Secretary of the Municipal Party Committee and Mayor, attended and delivered a speech. He emphasized that all departments should closely follow the spirit of the Fourth Plenary Session of the 16th CPC Central Committee, the Provincial Economic Work Conference and the 12th Plenary Session of the 1st Municipal Party Committee, implement the requirements of the Scientific Outlook on Development, the "Eight-Eight Strategy" and the "Three-City Integrated Development" strategy, adhere to both capacity expansion and quality improvement, accelerate the transformation of the industrial economic growth model, and further strengthen the work of "joint efforts to revitalize industry and drive development through opening-up". Chen Ronggao, Deputy Secretary of the Municipal Party Committee, Zhang Fuxin, Deputy Director of the Municipal People's Congress Standing Committee, Shen Renkang, Vice Mayor, Li Jiangbo, Vice Chairman of the Municipal Committee of the Chinese People's Political Consultative Conference, and other leaders attended the meeting.

Over the past year, Lishui’s industry maintained a rapid growth momentum. The total industrial output value of the city reached 34.359 billion yuan, an increase of 24.6% over the previous year, among which the output value of industrial enterprises above designated size stood at 23.389 billion yuan, a year-on-year increase of 40%. Remarkable progress was also made in investment promotion. The city introduced 302 domestic investment projects from outside the city, with actual utilized domestic capital of 3.3 billion yuan and foreign capital of 20.51 million US dollars.

Fully affirming the achievements of the city’s industrial economic development, Liu Xiping pointed out that while acknowledging progress, we should also recognize existing problems in industrial structure, enterprise organizational forms, technical levels and corporate benefits, so as to further strengthen confidence and a sense of urgency in promoting "joint efforts to revitalize industry and drive development through opening-up". It is necessary to thoroughly analyze the development situation, stick to both scale expansion and quality upgrading, and accelerate the transformation of the economic growth mode. The focus lies in transforming the industrial growth mode. To this end, governments at all levels shall earnestly advance the following work: First, attach importance to planning. Seize the opportunity of the "Planning Year" to accelerate the formulation of industrial development plans. Industrial planning shall fully consider environmental capacity, factor support, employment demand, tax revenue, technological level and other factors. Second, optimize the organizational structure of enterprises. Encourage powerful enterprises to establish modern enterprise systems and help small and medium-sized enterprises improve their governance structures. Third, foster industrial clusters. Promote the centralized layout of related enterprises, drive innovation in concepts, management and technology, and enhance the overall competitiveness of industries. Fourth, standardize market order. Curb administrative intervention, monopoly, cut-throat competition, counterfeiting and shoddy products, strengthen intellectual property protection, and build a fair and impartial market environment. Fifth, strengthen environmental protection, reinforce supervision, and further promote cleaner production and circular economy development. Sixth, actively provide public goods and services for enterprises, effectively improve both soft and hard investment environments, accelerate the construction of production and living supporting infrastructure, and strive to raise administrative efficiency.

Liu Xiping stressed that all regions and departments should consolidate responsibilities, innovate working methods, further enhance the sense of responsibility, mission, urgency and crisis, and deliver solid results in investment promotion. Centering on the transformation of the economic growth mode, we shall advance specialized and market-oriented investment attraction, focus on selecting high-quality investors and projects, and achieve obvious progress in both quantity and quality of investment promotion. First, further straighten out the management system for investment promotion and fully implement responsibilities. Strengthen the responsibilities of key professional departments and mobilize the whole society to participate in investment attraction. Second, improve project packaging. Organize multi-party forces to reserve projects, expand project fields, conduct project packaging based on reality, and establish a responsibility system and regular update mechanism for project packaging. Third, innovate investment promotion methods to enhance targeted effectiveness and reduce costs. Leverage social resources for investment promotion, optimize working modes, prioritize investment attraction in key regions, provide solid support for settled projects, and realize "attracting businesses through existing investors". Liu Xiping hoped that all regions and departments would strengthen collaboration, uphold the concept of "everyone is a participant in investment promotion and a guardian of the investment environment", and continuously create a new situation for joint industrial revitalization and opening-up-driven development.
